The Toledo-Lucas County Sustainability Commission developed the Lucas County Guide to Solar to provide anyone interested in solar energy in Northwest Ohio with a centralized resource for learning about the benefits, opportunities, and process of going solar.

Whether you're exploring solar for the first time, planning an installation, considering a career in clean energy, or looking to better understand solar energy, this guide is designed to help you make informed decisions. ☀️ Getting Started with Solar
Lucas County is working to encourage the adoption of solar energy throughout our community. This webpage provides a collection of solar resources and information to help residents, businesses, and community members learn about solar energy options.

Through 2025, Lucas County has 39 commercial properties, 13 industrial properties, and 373 residential properties that have installed solar systems on their properties. These 425 solar systems have a combined rated capacity of 13.31 megawatts (MW); enough energy to power over 1500 homes for an entire year. Our community’s solar goals and commitments can be found below.​

Beyond lowering monthly electricity bills, solar systems can increase property value and provide predictable energy costs over the long term. In our region, where a growing number of solar panel manufacturers and installers operate, choosing solar supports the local economy by creating jobs in installation, maintenance, and manufacturing.

​The Lucas County Commissioners are committed to advancing solar energy as part of our broader effort to build a cleaner, more resilient, and economically vibrant community. By supporting local solar development, the County is working to reduce energy costs, create good-paying jobs, and promote environmental stewardship across Northwest Ohio.

Lucas County is proud to be participating in the SolSmart program, a national designation program that recognizes local governments for making it faster, easier, and more affordable to go solar.

As part of our leadership by example, Lucas County is currently conducting a solar feasibility study to assess the potential for 
solar installations on several County-owned buildings. This study will help guide future renewable energy investments and ensure that taxpayer resources are used efficiently to meet local sustainability goals.

This commitment builds on the Resolution of Support adopted by the Lucas County Commissioners and the SolSmart Commitment Letter signed by the Board, formalizing our pledge to improve local solar readiness and expand renewable energy opportunities in our community.

The County will continue to share progress as we advance through the SolSmart program and explore additional clean energy projects. ​

Start with a simple, user-friendly overview
If you’re beginning to explore whether your property is a good fit for solar, Project Sunroof is one of the easiest places to start. For residents or businesses who want a more detailed and customizable look at their solar potential, the National Laboratory of the Rockies, formerly known as the National Renewable Energy Laboratory (NREL), PVWatts Calculator provides a deeper analysis. PVWatts allows you to adjust system size, tilt, orientation, and electricity costs to estimate annual energy production and potential bill savings. Solar energy is already making an impact across Lucas County. Local solar installations are helping generate clean electricity, reduce energy costs, support local jobs, and strengthen our communities. These projects demonstrate the many ways renewable energy can benefit residents, businesses, organizations, and local governments throughout our region.

To explore existing solar installations, visit the Lucas County Solar Inventory Map, which highlights known solar sites throughout the county; for privacy reasons, residential systems are not listed on the map. The map provides a snapshot of the growing role solar energy is playing in our community and showcases the diverse organizations that have invested in clean energy.

​Featured Project: Overland Solar Array Project

Located on the former Jeep Parkway Assembly Plant site in North Toledo, the Overland Solar Array demonstrates how renewable energy can transform underutilized land into a community asset. Developed through a partnership between Dana Incorporated, First Solar, the Greater Toledo Community Foundation, and the Toledo-Lucas County Port Authority, the project converted a former industrial brownfield into one of the region's most visible solar installations.

​​The array includes approximately 21,000 solar panels across roughly 80 acres and generates enough electricity to help power  Dana's nearby manufacturing operations. Since becoming 

operational in 2020, the project has demonstrated how solar energy can support both economic development and environmental sustainability.

What makes the Overland Solar Array especially unique is its community impact. Revenue generated through the project supports neighborhood reinvestment and community improvement initiatives throughout North Toledo. By pairing renewable energy generation with philanthropic investment, the project serves as a model for how solar development can benefit both businesses and local residents.

📋 Permitting, Zoning, & Local Building Codes
Before installing a solar photovoltaic (PV) system, property owners should understand the permitting, inspection, and zoning requirements that may apply to their project. Depending on where you live in Lucas County, different jurisdictions may oversee the review and approval process. The information below is intended to help residents, businesses, and contractors identify the appropriate permitting authority and better understand the solar permitting process.
 
Lucas County Building Regulations (LCBR)
Lucas County Building Regulations reviews plans and issues permits for the following municipalities:​

Lucas County Building Regulations follow the most current editions of the building codes adopted by the State of Ohio, including:

​These resources provide a high-level overview of the permitting process, the documentation required to obtain permits, and common items inspectors review during a solar PV inspection. They are intended as educational resources and should not be considered a complete list of all applicable requirements.
 
The Lucas County Building Regulations Department recognizes that building and electrical codes can be complex. While these resources provide a helpful starting point, department staff are available to answer questions and assist applicants throughout the permitting process. LCBR is committed to helping projects move forward efficiently while ensuring they meet all applicable safety and code requirements. Permit Fees
Permit fees vary by jurisdiction and are subject to change. Property owners should contact the appropriate building department for the most current fee schedule and information on how permit fees are calculated for their project.

⚡ Utility Approval & Grid Connection
​Before your solar energy system can begin generating electricity, it must be approved for connection to the electric grid by your electric utility. This process, commonly referred to as interconnection, helps ensure that your system can safely operate alongside the electric grid and meets all applicable utility requirements.

For most residents and businesses in Lucas County, this process will involve Toledo Edison, a subsidiary of FirstEnergy. If you receive electric service from another utility, contact your provider to learn about its specific interconnection requirements and approval process.
What to Expect
​1. Your Installer Submits the Application
In most cases, your solar installer will prepare and submit the required interconnection application and supporting documentation to your electric utility. Homeowners and business owners typically do not need to complete this process themselves.

2. Utility Review
The utility reviews the proposed solar installation to ensure it meets applicable technical and safety requirements before authorizing the project to move forward.

3. Installation & Inspection
Once utility approval and local permits have been obtained, your installer completes the installation. The system must then pass any required local building and electrical inspections before it can be connected to the electric grid.

4. Permission to Operate (PTO)
After all required documentation has been submitted and approved, the utility issues Permission to Operate (PTO). Once PTO has been granted, your solar energy system can begin producing electricity and operating in parallel with the electric grid.

Depending on your electric utility and rate plan, you may also be eligible for net metering or other programs that provide credit for excess electricity your system sends back to the grid. Contact your electric utility for information about available programs and eligibility requirements.

For additional information about the interconnection process, Toledo Edison customers can visit FirstEnergy's Ohio Interconnection webpage. Customers served by other electric utilities should contact their provider for utility-specific requirements.
👷 HOW to choose a qualified solar installer
​Choosing a qualified solar contractor is one of the most important steps in the solar installation process. While the Toledo-Lucas County Sustainability Commission supports increased access to solar energy and provides educational resources to the public, the Commission does not endorse, recommend, certify, or maintain a list of preferred solar installers, contractors, or vendors. Property owners are encouraged to conduct their own research, obtain multiple quotes, verify qualifications, and select the contractor that best meets their needs.

The resources below are intended to help residents and businesses make informed decisions when evaluating solar projects and selecting a solar contractor. Consider obtaining proposals from at least three qualified solar contractors before making a final decision.

💰 Cost, Financing Options & Tax Incentives
​There are several options for financing your solar project, including cash purchase, solar loans/home equity loans (HELOC), Solar Leases, and Power Purchase Agreements (PPA). Each method of purchasing your solar system has its pros and cons.

Federal & State Incentives
Federal and state incentives for solar installations are continually evolving. Property owners are encouraged to research available programs and consult qualified tax, legal, and financial professionals to determine which incentives may apply to their specific project.

The North Carolina Clean Energy Technology Center at North Carolina State University maintains the Database of State Incentives for Renewables and Efficiency (DSIRE), the nation's most comprehensive publicly accessible database of federal, state, and local renewable energy and energy efficiency incentives. DSIRE is an excellent starting point forthose interested in exploring available solar incentives and funding opportunities. https://dsireusa.org/

Current federal tax incentives for residential and commercial solar projects can also be found through DSIRE and the U.S. Department of Energy. Because incentive programs and eligibility requirements may change over time, property owners should verify all available incentives before making investment decisions.

Some electric utilities may offer rebates, incentive programs, net metering options, or other benefits for solar installations. Contact your electric utility provider or consult DSIRE to learn about programs that may be available in your area.

For Businesses:
The Toledo-Lucas County Port Authority offers multiple programs to assist business owners with financing energy efficiency and renewable energy projects, including solar installations. The BetterBuildings Northwest Ohio (BBNWO) and Property Assessed Clean Energy (PACE) programs can provide financing opportunities for projects that conserve energy and generate renewable power.

The Ohio Air Quality Development Authority (OAQDA) offers several financing programs, grants, and low-interest loan opportunities designed to help businesses, manufacturers, and institutions reduce energy costs and invest in clean energy technologies.

For Agricultural Producers
Farmers and agricultural producers may be eligible for additional funding opportunities through the U.S. Department of Agriculture (USDA). Programs administered through USDA Rural Development can help offset the cost of renewable energy systems and energy efficiency improvements for eligible agricultural operations and rural small businesses.

Agricultural producers interested in solar energy should consult USDA Rural Development and their local agricultural service providers to determine eligibility and available funding opportunities.

⚖ Ohio Solar Laws, Rights & Consumer Protections
Ohio has adopted several laws and policies that support the responsible development of solar energy while balancing the interests of property owners, homeowners associations, utilities, and local governments. The summary below highlights several state policies that may affect residential solar installations. Property owners should consult the Ohio Revised Code and qualified legal professionals for questions regarding specific situations.

Homeowners Associations & Community Standards
Some homeowner’s associations (HOAs), condominium associations, neighborhood associations, and deed-restricted communities may have rules that affect the installation of solar energy systems. These requirements can address topics such as system placement, visibility from public streets, architectural review procedures, and aesthetic considerations.

Before signing a contract with a solar installer, property owners should carefully review their association's governing documents, covenants, conditions, and restrictions (CC&Rs), and any applicable architectural review requirements. Understanding these requirements early in the process can help prevent conflicts and project delays.

Property owners should discuss any applicable association requirements with prospective solar contractors early in the design process. Doing so can help ensure the proposed system complies with community standards while maximizing solar energy production.

Before signing any contract, take time to compare multiple proposals, verify contractor qualifications, and carefully review all contracts, financing documents, lease agreements, or power purchase agreements (PPAs). Ask questions about equipment warranties, system performance, maintenance responsibilities, production estimates, and the total cost of the project over time. A reputable contractor should be willing to explain the details of your proposal and answer your questions before work begins.

  • Electrician: Licensed electricians connect solar systems to buildings and the electric grid while ensuring installations meet electrical codes and safety standards. 
  • Engineer: Engineers design and evaluate solar energy systems, ensuring they are safe, efficient, and properly integrated with buildings and the electrical grid. 
  • Project Manager: Project managers oversee solar projects from planning through installation.

♻️ Solar Panel Recycling & Responsible Disposal
​Solar panels are designed to last 25 to 35 years or more, and many continue producing electricity beyond their warranty period. In some cases, however, panels may need to be replaced earlier due to storm damage, manufacturing defects, or system upgrades.

When a solar panel reaches the end of its useful life, it should not be placed in curbside recycling or disposed of with regular household trash. Solar panels contain valuable materials, including glass, aluminum, silicon, copper, and, in some cases, silver, that can often be recovered through specialized recycling programs.

Property owners should first contact their original solar installer or the panel manufacturer to determine whether a take-back or recycling program is available. Many manufacturers offer recycling services for their own products. For example, First Solar operates a recycling program in nearby Perrysburg, Ohio.

The U.S. Environmental Protection Agency (EPA) also provides guidance on the reuse and recycling of solar panels, including information on end-of-life management, recycling options, and applicable regulations.
